Jason,

I would agree.  In practice most "light weight feedback" will be via the
help at support.osgeo.org email address rather than as proper tracker bug
reports.  The overhead to tracker bug reports is already quite high even
when logging in is not required.  So locking down guest permissions such
that one has to be logged in to submit tracker requests should be fine.
