Drupal site - file sharing questions

Hello all,

I'm working in the /committees/conference area of the drupal site, here 
are my questions so far:

1) There is a "disk quota of 1 MB has been reached" issue with attaching 
files.  Can this limit be increased?  I want to be able to archive 
conference documents (programs, financial records, logos) and these can 
be large.

2) Some documents are sensitive, and I need to set viewing permissions 
for them (allowing only certain users to be able to view).  Does anyone 
know if Drupal can handle that?  If no one knows, maybe I should look 
into this?  (because it's important for this project)
