[Web Comm] Project "logo buttons" requested from incubation process

There was some work (and a PayPal account set up) for donations, but it
never went beyond the test stage.  Probably because I forgot about it.
This should be resurrected.

I'm neutral on this as well, in that I don't see the need personally.

- foundation logo with "donate" word  that acts as a 'donate now' button
