[Webcom] MOTION: to add Nataly P. da Silva as Portuguese translator

I move that we add Nataly P. da Silva as a volunteer translator to  
the CMS.  She will work on Portuguese translations and her work will  
be supervised by OSGeo member Rafael Sperb.
