[Webcom] News Item content type and Drupal "block"

FYI - Frank and I gave this a good test and changed a few things.  We  
made it live, but can make any needed changes the rest of the group  
has.  The main thing it shows is the need for some layout attention  
since the right side is pretty cramped.  We have too many projects ;-)
