[Webcom] Motions: New accounts for translation of osgeo content

I move that we add the following users to add/translate content on  
www.osgeo.org, by setting them with 'translator' role:

- Toru Mori (Japanese)
- Mateusz Loskot (Polish)
- Olaf Knopp (German, as per Arnulf)
- Lorenzo Becchi (Italian)

Still looking for some to translate French, Chinese and to know if  
there are other languages we can tackle.
