[Webcom] Layout update

An SVN just for the layout?  I guess that would work pretty well.

Should we have a generic SVN for general OSGeo stuff (VisCOM documents,
WebCom layouts, etc?

I have the same idea. that's why I didn't overwrite the entire folder.

this is a case where SVN can be absolutely useful.
