[Webcom] Motion: Vote to accept or reject alternate web sitedesign

It's no biggie, Lorenzo, I really just want to replace the old masthead. 
;)  I think Bob's suggestion is really good and practical (we can post 
FOSS4G conference or some sponsorship banner without having to deal with 
the boxes).
