Thanks to FrankW, we have a CIA BOT account working now:

http://cia.vc/stats/project/osgeo

svn commits will be registered and #osgeo channel will receive the announce.

I've created the OSGeo project inside cia.vc but I've left it open, for 
the moment, to let others configure it if you think it should be changed.
when we'll be happy with the configuration it would be good to close the 
access.
I can pass the admin privilege to any other cia.vc accounts.
