Just set it up so they send the request to the list, or preferably have
a known person send the request to the list.

Is there any way that we can up permissions so that the "translator
manager" for each role can grant translation privileges for their
language group?

Any volunteers from this committee to help manage the translator  
roles?  I simply don't have the time to track, discuss, approve and  
assign roles for this.  Usually requests are only a couple per month,  
at most.
