There was an "OSGeo India" chapter set up early on in the Foundation's
history, have you run across it? There may be projects and events in
place, they may need a bit of "shaking up" from new enthusiasts. :)

There are a lot of links and some contact details on the wiki, and quite a
few members also lurking on the main discuss list.
