I have added "Sysops" and "Bureaucrats" permissions to the ominiverdi
and jsanz accounts in the wiki.

I have added some notes on system operators at:

   http://trac.osgeo.org/osgeo/wiki/MediaWikiConfiguration

since it was not obvious to me.
