[Webcom] add link to Committees page to osgeo.org sidebar

Maybe it's just me, but I find it annoying
that I have to remember that the Committees page
http://www.osgeo.org/content/foundation/committees.html
is found from the home page by going to the
"About the Foundation" page and scrolling down.

How about adding a "Committees" link to the
site's left hand sidebar?
In the "OSGeo Foundation" section?
