[Webcom] FOSS4G site

A couple weeks back Frank put up a basic landing page for http://foss4g.org

I've updated it a bit to include some graphics, please feel to hack the 
css or graphics as you see fit, or give me your comments.

Note also I moved the httpd alias to point to /var/www/foss4g/main 
instead of /var/www/foss4g/foss4g.org since one of my svn clients (on 
OSX I think) seemed to fail with the period in a directory name :/
