Folks,

I removed the FOSS4G 2012 block from the "right side blocks"
in Drupal since the conference is cancelled.  I also removed a
block which was a video advertising the 2011 conference with
a low priority (-10).  We will need to create a new block once
we start advertising 2013.

It is also interesting how this block logic has the blocks appear
randomly with a frequency based on the weighting.  I'm wondering
if we ought to create some other odds and ends to highlight
committee's, sponsors, projects or events.
