Nod, I thought We were going to contact contributors first and wait
some tactful amount of time for screams before changing the rubric on
the wiki (GFDL was the default, rather than the results of a decision,
whereas the CC licensing of the CN site was more of a decision?)
Say we wrote to 500 people who've contributed a slight change to the
wiki. Is it justified to accept "silence after a period of time T" as
implicit agreement to a license change?
