Need help posting file

I have the attached document ready for posting on the main OSGeo  
site.  Dave/Frank and fundraising folks can review for content, but I  
ultimately need some help from Webcom for posting the file and adding  
to a menu somewhere.  I've successfully avoided having to do it - but  
am not afraid to break out SVN to learn.  I looked on wiki but  
couldn't find specific instructions - any pointers?
