Modest Front Page Changes

Guys,

I'd like to move "Developer Spotlights" from the Links & Resources box
to the OSGeo Community box.  Furthermore, I'd like to add a FreeGIS.org
link directly under Links & Resources (in addition to the second level
link at Related Resources).

The Developer Spotlights seems wrong under Links & Resources but does seem
like a good fit under the community box.

The Freegis.org link seems to important to me to relagate to just on a
secondary page.   Effectively, freegis.org is our communities comprehensive
listing of open source geospatial projects.

Any objection to the above two changes?
