[Zoo-discuss] Updated MS4W ZOO-Project package (1.8dev) for Windows users

Python3 users can follow the updates I made so that MS4W can execute 
ZOO-Python3 OGR services: http://zoo-project.org/trac/ticket/173

(the reference in my first message to an associated ticket, was to an 
MS4W ticket, that pointed to those changes)
