[ZOO-PSC] PSC meeting in April 2011

Hi all,

As we initially agreed, PSC meetings were to be scheduled on
3rd Wednesdays of the month alternating from 13:00 UTC
and 22:00 UTC for odd and even months.

March meeting could not be scheduled as some people were
on the road and also because of people being very busy with
the West Japan Earthquake event.
