[ZOO-PSC] release tags

Hello PSC,

I just noticed that we haven't been tagging our SVN repository for each 
ZOO Project release (notice the empty directory 
http://svn.zoo-project.org/svn/tags/ as compared to the MapServer one 
https://svn.osgeo.org/mapserver/tags/).  These tags are snapshots of the 
code at the time of release, and are a nice easy way to get a specific 
version of the software at any time.  I propose that we begin to create 
a tag for each ZOO Project release (here is how to do such a tag: 
http://svnbook.red-bean.com/en/1.5/svn.branchmerge.tags.html#svn.branchmerge.tags.mksimple)
