[ZOO-PSC] About hosting ZOO-Project ML at OSGeo

Hi PSC,

I think hosting our zoo-discuss and zoo-psc lists at OSGeo would be great
because:

- It makes sense to use the OSGeo infrastructure at least for ML, as we
will hopefully start our OSGeo incubation process soon
- It would help/avoid to have the lists sometime down i guess

Please vote on that so we can proceed with FrankW soon
