[ZOO-PSC] PSC Chair is no more an OGC membership

Thank you Gérald for this update.
I scincerely hope you can get a new free OGC slot ASAP and continue to
actively contribute to the WPS standard definition on behalf of OSGeo and
ZOO-Project.
