[ZOO-PSC] FOSS4G 2018 request for fundings

... just a few weeks late with this decision as we could have saved a few
dollars with the early-bird discount.
Since this is at least the 2nd year already to use OSGeo project funds for
attending the global FOSS4G or the Code Sprint, wouldn't it be a good idea
to already plan the funds for that purpose?
