[ZOO-PSC] Request for refund to attend the OSGeo Code Sprint

Hi Daniel,

Basically the OSGeo Board has approved a budget for the Incubation
committee (which asked projects in incubation and community projects for
their needs this year). So the Incubation committee will approve this
request by this PSC.
