[ZOO-PSC] OSGeo Incubation Graduation Checklist update

Hi all: I put forth a first pass Graduation Checklist at
https://github.com/ZOO-Project/ZOO-Project for review and comment.

I must say, ZOO-Project is well put together - kudos!

Having said this, there are a number of items marked TODO (please review)
in the Graduation Checklist.  As well, please see the associated issues
below to help move us forward.

Once we have the completed Graduation Checklist as well as a fulsome
provenance review, we are ready
to submit for OSGeo project graduation.
