[ZOO-PSC] Propose ZOO-Project to graduate from OSGeo incubation

Thanks Gérald.  At this point I will make a motion to the OSGeo Incubation
Committee.

A big thanks to the ZOO-Project PSC and past mentors Dimitris Kotzinos and
Frank Warmerdam for helping
us get to this point, for such a strong/fantastic project!
