Hiya,
I'm going to start by saying Eskom - maybe they collect it with their 
house-point project :-) (Yes, I noted your email signature and address).

Not sure if www.geonames.org have them, but it's worth a look.

I got some for Cape Town from CityMaps  (City.Maps at capetown.gov.za ) but 
they have a MainSuburbs.shp and an OfficialSuburbs.shp - go figure :-\
