Thanks Frank, I think you articulated this well. It is my opinion too that
this is within the scope of the budgetary decisions that we've been making
within the FOSS4G 2011 LOC (it's relatively small in the scheme of things),
but I did want to check that nobody had any concerns about us contracting
some work to Tyler along these lines. If nobody else raises any major
concerns about this in the next day or so, I'll go ahead and treat it as
FOSS4G LOC business as usual, and either contract this to Tyler (my first
choice) or investigate other options if this doesn't work out.
