[Board] MoU draft with Politecnico di Milano

I suspect that the main value gained out of a MoU is the public 
announcement that the MoU exists.
(In actual fact, OSGeo is not likely to do more or less because of the MoU.)
As such, I suggest that it is more valuable to the University to be seen 
to be signing a MoU with an international organisation than with a local 
chapter.
However, I think it would be valuable to involve the local chapter in 
discussions, as members from the OSGeo local chapter will likely be the 
most closely involved with the University.
