[Board] OpenLayers Funds Withdrawal

Getting the money to you should not be a problem once you have your PSC 
vote, mostly a matter of mailing a check which may take a few days to 
get to you (or if the money should be wired to Europe then it costs us 
30$ from the local bank plus a 10$ is taken along the way by the 
intermediate banks before it gets to destination).

I also need to review the spreadsheet, it would be great to sort out 
those accounting differences once and for all.
