A)
I have some edits to propose to the "proposal template" that was
used last year, but I assumed that the "committee" would want to
discuss any potential changes. There are certainly things that
could (and should) be done different than last year.

B)
You email arrived here on March 19th at 3:11PM. Your deadline was
March 20th at 3:00AM. That left basically one evening to have any
time before 'the deadline', and that's part of why you didn't see
any updates from me.
