OK, based on this I would say I'm mostly concerned about case (1).

Case (2) leaves OSGeo "in the drivers seat", and so it is really no
different than something like FOSS4G.

I *think* the conference committee is being primarily asked to determine
how we might consider outside proposals to run training (or conference?)
events under the OSGeo name.   If the policy also established principles
to consider case (2) proposals then that would also be nice.  Note, it is
plausible that we say that we should not accept case (1) proposals, but
would consider case (2) proposals
