[OSGeo-Conf] 2012 Next Step: Question period

My sense on this is much like Jeff's.

I would just add a caveat that I think we would want to feel reasonable confidence in the event being successful in whichever location is selected - so the assessment of bids from outside NA or Europe should meet some minimal criteria in that regard if they were to be selected.
