[OSGeo-Conf] Announcement: Call for Location global FOSS4G 2023

+1 to extend the call.

+1 to spread more on social media

About writing a blog post, I am not sure I am the right one to do it.
Maybe Vasile/Codrina 2019 will have a better overview because it has
been 2 years since then.
