GeoNetwork opensource can browse your local or remote (through webdav) filesystem and ingest your metadata xml files. These will then be indexed and are searchable in the GeoNetwork user interface.

You can configure ArcCatalog to connect to your GeoNetwork CSW service (provided out of the box) and search the catalogue. See for details this blog entry (translated from a Dutch blog entry from ESRI:
