Hi,
in my view this differentiation does not quite fit.

It is true that deegree offers a long list of services (implementing
various specifications of the OGC). But deegree is also a Java library
that can be used through its API.

Currently, deegree is undergoing a thorough rewrite of the code base.
While the current stable version (deegree2) offers many different
pre-packaged web services, it is a bit weak when it comes to strict
separation of API and application. Amongst other things, this is being
addressed in the development of the next major version (deegree3).

BTW, deegree implements more OGC services than just WMS, WFS and WCS.
