[OSGeo-Edu] Meeting time vote

The time range in the poll is between 9AM and 8PM GMT. Participants can 
vote on the best hour(s) within that range, in their local timezone. 
This range seems to be widely encompassing for participants in Asia, 
Europe, Africa, the Americas, etc. The final poll results might not work 
for /everyone/, but will be reached via majority vote. Perhaps we can 
use a +/- 2 hour offset, from the majority vote, for a consensus decision.
