[El] QGIS updated in elgis-plus-testing: spatialite support and no more sip conflict

Hello,

QGIS has been updated in elgis-plus-testing:

- it uses the libspatialite packages also provided in elgis-plus-testing
(this required a small patch of this provider in QGIS. Thanks to
Volker for the hint, back in February)

- python26-sip was modified so that it does not conflict with the
original sip anymore
(thus removing some issues with hplip and xsane introduced in EL 5.6)

Moreover, some cleaning was done in the elgis-plus and
elgis-plus-testing repositories:
- the old sip and PyQt4 packages were removed
- cmake was removed since an appropriate version is now available in
EPEL (which was used for this qgis build)

I would like to move QGIS 1.6.0 to stable (currently providing QGIS
1.5) very soon, since it has been in use for a while and that it has
become less intrusive (one still has to update Qt4 though...).
