[Europe] Resurrect legal entity

The entity registered in Brussels is a non-for-profit organisation. It 
uses the legal structure of a bv. This is one of the general structures 
left after a legal organisation of the different legal structures existing.

I've send the decision of the board meeting of Feb 2022 to dismantle the 
organisation ro the Belgium court, but this decision is not accepted as 
I was not able to provide original signatures.

The alternative are e-signatures, but the chain to complete this process 
never completed.

Maybe a solution could be that we install new board members, whoa are 
able to put a e-signature.
If we publish the list with new board members, we can or re-initiate the 
current organisation with the new board members.

For the moment I also cancelled the bank accounts, as there where costs 
involved in holding these accounts, and there was no income.
