[fdo-internals] RFC 23 for Review

If it was mandatory, the lazy implementer could just call 
"DescribeSchema" internally
and return the requested subset.

So, as I see it, there is little reason not to make it mandatory, but 
then again,
I have not not actually created a provider myself.
