[Featureserver] BBOX request throws error for PostGIS

You know, I was trying to figure out how to print out that query.
Looks like I didn't have GEOS installed correctly.  I think I got it
all working now.

http://pocus.wustl.edu/cgi-bin/featureserver3/featureserver.cgi/GIS?format=WFS&maxfeatures=50&SERVICE=WFS&VERSION=1.0.0&REQUEST=GetCapabilities&SRS=EPSG%3A4296&BBOX=-40075016.6784,-40075016.50840001,40075016.6784,40075016.8484

BBOX and everything, now to get it back into openlayers.
