[OSGeo Finance] Budget - how to reach closure for the board?

One more comment Frank -- I would round the budget amount for ED  
salary to a 5k number given the fluctuations of currency exchanges. It  
looks too "set-in-stone" at the moment, and the reality is the number  
is a bit fluid.
