[OSGeo Finance] Budget Approved

Finance Committee Members,

I had intended to seek a motion from the finance committee approving the
budget for recommendation to the board, but neglected to so do in time.
However, I think everyone had an opportunity for feedback.

The budget was carried to the board and approved last Friday as it stands.
