[FOSS4G-Oceania] appoint OSGeo Oceania board

John,

I'm confident in the integrity and capability of the proposed board, and 
I'm confident they will continue listen to external ideas to help make 
good decisions. My extra vote on a board is not required for that.

However, I should occasionally be able lever my social capital to bridge 
FOSS4G-Oceania and OSGeo communities. Holding a FOSS4G Oceania board 
position would slightly help me with that (but is not essential). So I'm 
volunteering for a low level board role for a term or so while other 
members are building up their OSGeo social capital. (I will also 
continue to monitor the email list and vote on things.)
