[FOSS4G-Oceania] Motion: extended, targeted call for papers if needed

I think we continue. We actually have a lot of submissions, I count 61. And
we have some discretion to tweak things. If we have travel grant
applications and they want to present, we can treat them as a special case,
perhaps.
