[FOSS4G-Oceania] Decision: Where to hold lightning talks

Hey Andrew

The panel session is just one session, but I've found that that amount of
time usually gets eaten up pretty easily. It's a nice light way to end the
day, and involving the audience means that it's a good conversation.

We've got a couple of votes for option 3 currently, so splitting the final
plenary panel session and running lightning talks at the same time. Any
dissenters?
