[FOSS4G-Oceania] Motion: logo permission

Martins points are very valid

I still think in this instance it is appropriate to grant permission as per
Johns proposal

That said I think the points raised should form part of post conference
debrief (as will other things such as the TGP) and form part of the next
conference brief.
