[FOSS4G-Oceania] FOSS4G Oceania 2019 - Website

The date was only confirmed and announced 4 days ago on Twitter, and there
will be an email going out on the mailing list via MailChimp early this
week.

We have actions in regard to pulling together a 2019 website underway.
Until then, I suggest referring people to the Twitter account for updates.
