[Foss4g2009] Proposal, delay early bird registration by one week

There is only 11 days from the announcement of abstract selection, (our 
big publicity announcement) till early bird deadline on foss4g registration.

For some potential delegates, this may be the first time they hear about 
foss4g as we are getting an ever increasing publicity pipeline.

I'd like to delay early bird registration by 1 week, in order to give 
delegates just over 2 weeks to register. (Ie, enough time to come back 
from holidays, get funding from boss sorted, etc). This is especially 
applicable as many northerners are on summer holidays, and Australians 
are on school holidays this week and next.
